14 - 18 ตุลาคม 2562</p> <p> </p> <p>                         เมื่อวันที่ 15 - 20 ตุลาคม 2562 การประชุมเมืองมิตรภาพของมณฑลชานตงเพื่อความร่วมมือและการพัฒนาประสบความสำเร็จอย่างมาก โดยจัดขึ้น ณ เมืองจี่หนาน และเมืองชิงเต่า โดยได้มีการจัดกิจกรรมที่หลากหลาย ได้แก่ พิธีเปิดการประชุม พิธีลงนาม การกล่าวปาฐกถาของผู้นำเมือง พิธีการการต้อนรับ การจัดแสดงภาพถ่าย การแสดงทางวัฒนธรรม งานเฉลิมฉลองครบรอบ 35 ปีของความสัมพันธ์เมืองพี่เมืองน้องระหว่างมณฑลซานตงกับจังหวัดวากายาม่า ประเทศญี่ปุ่น รวมถึงการแสดงแสงสีที่ทะเลสาบต้าหมิง นอกจากนี้ยังมีการจัดกิจกรรมคู่ขนาน ได้แก่ การประชุมนายกเทศมนตรี การเจรจาทางธุรกิจและการจับคู่ของธุรกิจขนาดย่อม การส่งเสริมวัฒนธรรมและการท่องเที่ยว และการประชุมเรื่องอุตสาหกรรมและการดูแลสุขภาพของผู้สูงอายุ งานแสดงสินค้าเมืองมิตรภาพฯ ที่จัดขึ้นใน 2 เมืองของมณฑลชานตง ดึงดูดความสนใจของคนในท้องถิ่นด้วยสินค้านานาชนิด โดยมีผู้เข้าร่วมงานแสดงสินค้ามากกว่า 1,200 คน ประกอบด้วย ชาวต่างชาติจำนวน 886 คน รวมถึง 28 <p>                   มลฑลชานตงได้สถาปนาความสัมพันธ์จังหวัด/รัฐมิตรภาพกับรัฐบาวาเรีย สหพันธ์สาธารณรัฐเยอรมนี เมื่อปี พ.ศ. 2530 ด้วยความร่วมมือระดับทวิภาคีที่ลึกซึ้งยิ่งขึ้น รัฐบาวาเรียจึงเสนอให้มีการดำเนินความร่วมมือพหุภาคีร่วมกับจังหวัด/รัฐมิตรภาพต่าง ๆ ของรัฐบาวาเรีย ด้วยความคิดริเริ่มของทั้งรัฐบาวาเรียและมณฑลซานตง ส่งผลให้เกิดการประชุมสุดยอดผู้นำจังหวัด/รัฐมิตรภาพจัดขึ้นครั้งแรก ณ เมืองมิวนิค สาธารณรัฐเยอรมนี ในปี พ.ศ. 2545 ในหัวข้อ “กลยุทธ์การพัฒนาที่ยั่งยืนและการสนทนาท่ามกลางวัฒนธรรมที่แตกต่าง” การประชุมสุดยอดฯ นี้มีกำหนดจัดขึ้นทุก ๆ สองปีและจนถึงปัจจุบันได้มีการจัดประชุมดังกล่าวรวมทั้งหมดจำนวนเก้าครั้ง เคยจัดโดยเจ็ดจังหวัด/รัฐสมาชิก ได้แก่ รัฐบาวาเรีย สหพันธ์สาธารณรัฐเยอรมนี มณฑลซานตง สาธารณรัฐประชาชนจีน จังหวัดควิเบก ประเทศแคนาดา อัปเปอร์ออสเตรีย สาธารณรัฐออสเตรีย จังหวัดเวสเทิร์นเคป สาธารณรัฐแอฟริกาใต้ รัฐจอร์เจีย สาธารณรัฐจอร์เจีย และรัฐเซาเปาโล สหพันธ์สาธารณรัฐบราซิล โดยแต่ละเมืองจะหมุนเวียนเป็นเจ้าภาพการจัดประชุม และทุกครั้งที่มีการหารือในสองประเด็นเกี่ยวกับการพัฒนาอย่างยั่งยืน ผู้นำเมืองหารือและแลกเปลี่ยนความคิดเห็นเกี่ยวกับประเด็นดังกล่าว มลฑลชานตงเริ่มต้นความสัมพันธ์จังหวัด/รัฐมิตรภาพกับรัฐเซาท์ออสเตรเลีย เครือรัฐออสเตรเลีย เมื่อปี พ.ศ. 2529 ทั้งสองฝ่ายได้ทำการแลกเปลี่ยนเรียนรู้ร่วมกันเกี่ยวกับประสบการณ์เกี่ยวกับหลักธรรมาภิบาล ตั้งแต่ปี พ.ศ. 2559 คณะผู้แทนจากรัฐเซาท์ออสเตรเลีย 4 คณะ ได้เดินทางเยือนมณฑลซานตง เพื่อเรียนรู้เกี่ยวกับโครงสร้างของรัฐบาลท้องถิ่น การพัฒนาเศรษฐกิจและสังคม ประวัติศาสตร์ วัฒนธรรม และประเพณีของมณฑลซานตง ในการนี้คณะฯ ยังได้พบตัวแทนองค์กรท้องถิ่น และโครงการต่าง ๆ  การส่งเสริมความร่วมมือในด้านพาณิชยกรรม การเกษตร การศึกษา วัฒนธรรมและการท่องเที่ยวอีกด้วย</p> <p>  </p> <p><strong>Best Practices of Shandong Province on International Exchange and Cooperation</strong></p> <ol> <li><strong>Shandong International Friendship Cities Conference for Cooperation and Development (SDIFCC)</strong></li> </ol> <p>During October 15-20 2019, SDIFCC was successfully held in Jinan and Qingdao city. <br /> A variety of activities were arranged, including opening ceremony, signing ceremony, Governor’s dialogue, welcome reception, photo exhibition, cultural performance, celebration for 35th anniversary of sister province relationship between Shandong province and Japan’s Wakayama Prefecture as well as Light show at Daming Lake. Four parallel activities were also held, including Mayor’s forum, business talks and matchmakings of SMEs, cultural and tourism promotion, elderly industry and health care forum. International friendship cities trade fair held in Jinan and Qingdao attracted local citizens with varieties of international goods. Altogether over 1200 guests attended the pageant, 886 foreign guests included and 28 pairs of cities established sister city/friendly cooperative relations during the conference. Themed on “Deepening friendship cities cooperation and sharing development opportunities ”, SDIFCC exhibits new image of Shandong on opening up to the outside world and deepens our friendship with sister provinces/cities.</p> <ol start="2"> <li><strong> Friendship Province/State Leaders’ Summit</strong></li> </ol> <p>Shandong province established friendship province/state relationship with Germany’s Bavaria state in 1987. With bilateral cooperation increasingly deepening, Bavaria suggested multilateral cooperation should be conducted among different friendship provinces of Bavaria. With the initiative of both Bavaria and Shandong, the first Friendship Province/State Leaders’ Summit was held in Munich city in 2002, themed on “strategy of sustainable development and dialogue among different cultures”. The summit is held every two years and up to now, nine summits have been held. Seven member provinces/states (Bavaria state, Shandong province, Quebec province of Canada, Upper Austria of Austria, West Cape province of South Africa, Georgia state</p> <p>of America and Sao Paulo State of Brazil ) take turn to hold the meeting and each time two themes on sustainable development will be discussed. Provincial leaders discuss and exchange views on the themes and review summit manifesto. Exchanges activities such as forums, exhibitions and cultural activities will also be held during the summit.</p> <ol start="3"> <li><strong>Traditional Shandong culture in ASEAN</strong></li> </ol> <p>During March and April 2017, “traditional Shandong culture in ASEAN” activity was held in Bangkok and Vientiane. Traditional Shandong culture was shown and promoted to local citizens through various forms of performances and exhibitions, such as Confucian music and dance performance, acrobatic show, intangible cultural heritage—Gaomi paper-cuts, woodblock prints, kite-making technique, and Confucian cultural exhibition, calligraphy, traditional Chinese painting, Chinese books and cultural forums. Mr Wissanu,Vice president of Thailand, government officials of Laos and local citizens watched the exhibitions.</p> <ol start="4"> <li><strong>Research project for civil servants of South Australia</strong></li> </ol> <p>Shandong province established friendship province/state relationship with Australia’s South Australia state in 1986. The two sides have conducted exchanges and mutual learning of experience on governance. Since 2016, four delegations of civil servants from South Australia have visited Shandong. They learned about the structure of local government, economic and social development, history, culture and customs of Shandong. The delegation also visited representative local enterprises and projects, promoting cooperation in the fields of commerce, agriculture, education, culture and tourism.</p> <p> </p> มลฑลชานตงเริ่มต้นความสัมพันธ์จังหวัด/รัฐมิตรภาพกับรัฐเซาท์ออสเตรเลีย เครือรัฐออสเตรเลีย เมื่อปี พ.ศ. 2529 ทั้งสองฝ่ายได้ทำการแลกเปลี่ยนเรียนรู้ร่วมกันเกี่ยวกับประสบการณ์เกี่ยวกับหลักธรรมาภิบาล ตั้งแต่ปี พ.ศ. 2559 คณะผู้แทนจากรัฐเซาท์ออสเตรเลีย 4 คณะ ได้เดินทางเยือนมณฑลซานตง เพื่อเรียนรู้เกี่ยวกับโครงสร้างของรัฐบาลท้องถิ่น การพัฒนาเศรษฐกิจและสังคม ประวัติศาสตร์ วัฒนธรรม และประเพณีของมณฑลซานตง ในการนี้คณะฯ ยังได้พบตัวแทนองค์กรท้องถิ่น และโครงการต่าง ๆ  การส่งเสริมความร่วมมือในด้านพาณิชยกรรม การเกษตร การศึกษา วัฒนธรรมและการท่องเที่ยวอีกด้วย</p> <p>  </p> <p><strong>Best Practices of Shandong Province on International Exchange and Cooperation</strong></p> <ol> <li><strong>Shandong International Friendship Cities Conference for Cooperation and Development (SDIFCC)</strong></li> </ol> <p>During October 15-20 2019, SDIFCC was successfully held in Jinan and Qingdao city. <br /> A variety of activities were arranged, including opening ceremony, signing ceremony, Governor’s dialogue, welcome reception, photo exhibition, cultural performance, celebration for 35th anniversary of sister province relationship between Shandong province and Japan’s Wakayama Prefecture as well as Light show at Daming Lake. Four parallel activities were also held, including Mayor’s forum, business talks and matchmakings of SMEs, cultural and tourism promotion, elderly industry and health care forum. International friendship cities trade fair held in Jinan and Qingdao attracted local citizens with varieties of international goods. Altogether over 1200 guests attended the pageant, 886 foreign guests included and 28 pairs of cities established sister city/friendly cooperative relations during the conference. Themed on “Deepening friendship cities cooperation and sharing development opportunities ”, SDIFCC exhibits new image of Shandong on opening up to the outside world and deepens our friendship with sister provinces/cities.</p> <ol start="2"> <li><strong> Friendship Province/State Leaders’ Summit</strong></li> </ol> <p>Shandong province established friendship province/state relationship with Germany’s Bavaria state in 1987. With bilateral cooperation increasingly deepening, Bavaria suggested multilateral cooperation should be conducted among different friendship provinces of Bavaria. With the initiative of both Bavaria and Shandong, the first Friendship Province/State Leaders’ Summit was held in Munich city in 2002, themed on “strategy of sustainable development and dialogue among different cultures”. The summit is held every two years and up to now, nine summits have been held. Seven member provinces/states (Bavaria state, Shandong province, Quebec province of Canada, Upper Austria of Austria, West Cape province of South Africa, Georgia state</p> <p>of America and Sao Paulo State of Brazil ) take turn to hold the meeting and each time two themes on sustainable development will be discussed. Provincial leaders discuss and exchange views on the themes and review summit manifesto. Exchanges activities such as forums, exhibitions and cultural activities will also be held during the summit.</p> <ol start="3"> <li><strong>Traditional Shandong culture in ASEAN</strong></li> </ol> <p>During March and April 2017, “traditional Shandong culture in ASEAN” activity was held in Bangkok and Vientiane. Traditional Shandong culture was shown and promoted to local citizens through various forms of performances and exhibitions, such as Confucian music and dance performance, acrobatic show, intangible cultural heritage—Gaomi paper-cuts, woodblock prints, kite-making technique, and Confucian cultural exhibition, calligraphy, traditional Chinese painting, Chinese books and cultural forums. Mr Wissanu,Vice president of Thailand, government officials of Laos and local citizens watched the exhibitions.</p> <ol start="4"> <li><strong>Research project for civil servants of South Australia</strong></li> </ol> <p>Shandong province established friendship province/state relationship with Australia’s South Australia state in 1986. The two sides have conducted exchanges and mutual learning of experience on governance. Since 2016, four delegations of civil servants from South Australia have visited Shandong. They learned about the structure of local government, economic and social development, history, culture and customs of Shandong. The delegation also visited representative local enterprises and projects, promoting cooperation in the fields of commerce, agriculture, education, culture and tourism.</p> <p> </p> สำหรับความร่วมมือระหว่างประเทศว่า ประเทศจีนจะจัดงานมหกรรมแสดงสินค้านำเข้านานาชาติประเทศจีน โดยเริ่มจัดตั้งแต่ปี 2561 เป็นต้นไป งานมหกรรมดังกล่าวเป็นก้าวสำคัญสำหรับรัฐบาลจีนในการให้การสนับสนุนที่มั่นคงต่อการเปิดเสรีทางการค้าและโลกาภิวัตน์<br /> ทางเศรษฐกิจ อีกทั้งเป็นการเปิดตลาดการค้าของจีนออกสู่ตลาดโลกอย่างแข็งขัน <p> </p> <h2 style="text-align: center;"><strong>China International Import Expo</strong></h2> <p> </p> <p>                   In May 2017, Chinese President Xi Jinping announced at the Belt and Road Forum for International Cooperation that China will hold China International Import Expo (CIIE) starting from 2018. It is a significant move for the Chinese government to hold CIIE to give firm support to trade liberalization and economic globalization and actively open the Chinese market to the world. It facilitates countries and regions all over the world to strengthen economic cooperation and trade, and to promote global trade and world economic growth in order to make the world economy more open.</p> <p>                   CIIE is hosted by Ministry of Commerce of the People's Republic of China and Shanghai Municipal People's Government.</p> <p>                   The first CIIE was held from November 5 to 10, 2018, at the National Exhibition and Convention Center. The expo was the world’s first state level expo featuring imports and has set several records. A total of 172 countries, regions and international organizations, including 3,617 overseas enterprises, participated in the event, which occupied 300,000 square meters. Transactions worth US$57.83 billion were reached, among which US$4.72 billion related to countries along the Belt and Road area. Four buyers’ alliances were formed during the event. A one-stop transaction service platform was built. Shanghai’s R&D expenditure took up around 4% of the city’s GDP in 2018. The construction of scientific facilities, functional platforms and scientific institutions was pushed forward. National infrastructure for transformational medicine was put into trial operation. Construction has kicked off for the hard X-ray free-electron laser and the Tsung-Dao Lee Institute. A series of major municipal level scientific projects, including the whole brain mesoscopic neural connection map and smart Skynet, were launched. Sixteen platforms for scientific research and commercialization have entered operation. The innovation center for national integrated circuitry and smart sensor manufacturing, Zhangjiang drug laboratory and the Brain Science and Brain-like Research Center were established.</p> <p> </p> <p><strong>Innovative Enterprises </strong></p> <p>                   Shanghai is home to a great number of innovative enterprises. The city had 441 foreign invested R&D centers by the end of 2018, plus 1,798 tech startups and 305 high-tech service companies. There were 9206 enterprises certified as high-tech companies between 2016 and 2018.</p> <p> </p> <p><strong>Commercialization of Science and Technology Achievements </strong></p> <p>                   Scientific achievements have been made. The world’s first monkeys cloned from non-reproductive cells were born at the Institute of Neuroscience of Chinese Academy of Sciences in Shanghai on November 27, 2017. Shanghai researchers created the world’s first eukaryotic cell containing only a single chromosome in August 2018. A new drug for Alzheimer’s had its application submitted for sales and marketing in October 2018. In 2018, 656 projects were launched to commercialize high-tech research achievements, more than 86.3% of which were in key sectors such as digital information, biomedicine and new material. The city certified 21,630 technology trade contracts with a total value of 130.32 billion yuan, a yearly increase of 50.2%.</p> <p><strong>Platforms for Innovation and Startup Businesses </strong></p> <p>                   Shanghai has cultivated a better environment for innovation and entrepreneurship. In 2018, more than 27,000 tech startups were under incubation in over 500 co-working spaces, attracting more than 380,000 tech entrepreneurs. The number of patents reached 92,500, up 27% from the year before, including 21,300 inventions, up 3.1%. Shanghai has been built into a center for intellectual property in the Asia-Pacific region. Patent ownership per 10,000people reached 47.5, an increase of 14.5% year on year.</p> <p> </p> <p><strong>Science and Technology System Innovations </strong></p> <p>                   Shanghai sped up efforts to build the Zhangjiang Comprehensive National Science Center and has lured higher-end professionals. Shanghai promoted more achievements from innovative reforms. Among 36 reform measures the State Council order to promote nationwide, one quarter were created in Shanghai.</p> <p> </p> <p><strong>Science Education Facilities </strong></p> <p>                   The city sped up the construction of science education centers. It has established a multi-level network of science promotion facilities that is spearheaded by the Shanghai Science and Technology Museum and supplemented by many specialized and basic science education centers. By the end of 2018, Shanghai had 331 science promotion education centers, including two comprehensive science venues, 54 theme-based science venues and 275 basic science education centers.</p> <p CIIE)</strong></h3> <p>                   เมื่อเดือนพฤษภาคม 2560 ประธานาธิบดีสีจิ้นผิงได้ประกาศในการประชุมเวทีข้อริเริ่มสายแถบ<br /> และเส้นทาง (Belt and Road Forum - BRF) สำหรับความร่วมมือระหว่างประเทศว่า ประเทศจีนจะจัดงานมหกรรมแสดงสินค้านำเข้านานาชาติประเทศจีน โดยเริ่มจัดตั้งแต่ปี 2561 เป็นต้นไป งานมหกรรมดังกล่าวเป็นก้าวสำคัญสำหรับรัฐบาลจีนในการให้การสนับสนุนที่มั่นคงต่อการเปิดเสรีทางการค้าและโลกาภิวัตน์<br /> ทางเศรษฐกิจ อีกทั้งเป็นการเปิดตลาดการค้าของจีนออกสู่ตลาดโลกอย่างแข็งขัน งานมหกรรมดังกล่าวช่วยให้ประเทศและภูมิภาคต่าง ๆ ทั่วโลกสร้างความแข็งแกร่งให้กับความร่วมมือทางด้านเศรษฐกิจและการค้า <br /> ทั้งยังเป็นการส่งเสริมการค้าและการเติบโตทางเศรษฐกิจระดับโลกเพื่อให้เศรษฐกิจโลกเปิดกว้างมากยิ่งขึ้น</p> <p>                   งานมหกรรมแสดงสินค้านำเข้านานาชาติประเทศจีน จัดโดยกระทรวงการพาณิชย์แห่งสาธารณรัฐประชาชนจีนและรัฐบาลประชาชนนครเซี่ยงไฮ้</p> <p>                   งานมหกรรมแสดงสินค้านำเข้านานาชาติประเทศจีนครั้งแรกจัดขึ้นเมื่อวันที่ 5 - 10 พฤศจิกายน 2561 ณ ศูนย์การประชุมและจัดแสดงนิทรรศการแห่งชาติ งานดังกล่าวถือเป็นงานมหกรรมระดับประเทศครั้งแรกของโลกเกี่ยวกับการนำเข้าและเป็นการสร้างบันทึกสถิติในหลาย ๆ ด้าน มีผู้เข้าร่วมงานจากทั้งหมด 172 ประเทศ ภูมิภาค <p><strong>การก่อสร้างศูนย์นวัตกรรมวิทยาศาสตร์และเทคโนโลยี</strong></p> <p>                   นครเซี่ยงไฮ้ได้สร้างความก้าวหน้าครั้งสำคัญในการก่อสร้างศูนย์นวัตกรรมวิทยาศาสตร์และเทคโนโลยี ซึ่งค่าใช้จ่ายสำหรับการวิจัยและพัฒนาของนครเซี่ยงไฮ้ได้เพิ่มขึ้น 4% ของจีดีพีของเมือง<br /> ในปี 2561 การก่อสร้างอาคารสถานที่และสิ่งอำนวยความสะดวกทางวิทยาศาสตร์ แพลตฟอร์มการทำงาน นครเซี่ยงไฮ้เป็นที่ตั้งของบริษัททางด้านนวัตกรรมมากมาย ในช่วงปลายปี 2561 เมืองแห่งนี้<br /> มีศูนย์การวิจัยและการพัฒนาต่างประเทศ 441 แห่ง อีกทั้งยังมีบริษัทสตาร์ทอัพด้านเทคโนโลยี 1,798 แห่ง <p><strong>การพัฒนาต่อยอดเชิงพาณิชย์ของความสำเร็จทางวิทยาศาสตร์และเทคโนโลยี</strong></p> <p>                   ความสำเร็จทางวิทยาศาสตร์ได้รับการดำเนินการจนเป็นรูปธรรม โดยลิงตัวแรกของโลกที่ถูกสำเนาพันธุ์จากเซลล์ที่ไม่มีการสืบพันธุ์ได้ถือกำเนิดขึ้นที่สถาบันประสาทวิทยาแห่งสถาบันวิทยาศาสตร์ประเทศจีน<br /> ในเซี่ยงไฮ้เมื่อวันที่ 27 พฤศจิกายน 2560 นักวิจัยชาวเซี่ยงไฮ้ได้สร้างเซลล์ยูคาริโอตแรกของโลกที่มีโครโมโซมเดี่ยวในเดือนสิงหาคม 2561 ยาตัวใหม่ที่ใช้รักษาผู้ป่วยโรคอัลไซเมอร์ได้รับการยื่นคำร้องเพื่อขายและ<br /> ทำการตลาดในเดือนตุลาคม 2561 มีบริษัทสตาร์ทอัพด้านเทคโนโลยีมากกว่า 27,000 แห่ง อยู่ภายใต้การฟักตัวในพื้นที่ทำงานร่วมกว่า 500 แห่ง ซึ่งดึงดูดผู้ประกอบการทางด้านเทคโนโลยีกว่า 380,000 ราย มีจำนวนสิทธิบัตรมากถึง 92,500 ใบ เพิ่มขึ้น 27% จากปีก่อน รวมถึงมีการประดิษฐ์คิดค้นอีกกว่า 21,300 รายการ เพิ่มขึ้น 3.1% ทั้งนี้ <br /> นครเซี่ยงไฮ้ได้ถูกสร้างขึ้นมาเพื่อเป็นศูนย์รวมด้านทรัพย์สินทางปัญญาในภูมิภาคเอเชียแปซิฟิก ซึ่งการเป็นเจ้าของสิทธิบัตรต่อประชากร 10,000 คน มีจำนวนมากถึง 47.5 เพิ่มขึ้นปีต่อปีจำนวน 14.5%</p> <p> </p> <p><strong>นวัตกรรมระบบทางวิทยาศาสตร์และเทคโนโลยี</strong></p> <p>                   นครเซี่ยงไฮ้ได้เร่งความพยายามในการสร้างศูนย์วิทยาศาสตร์แห่งชาติแบบองค์รวมจางเจียง <br /> และได้มีการดึงดูดมืออาชีพระดับสูงเข้ามายังเมือง โดยนครเซี่ยงไฮ้ได้ส่งเสริมความสำเร็จที่เพิ่มขึ้นจากการปฏิรูปนวัตกรรม ซึ่งในบรรดามาตรการปฏิรูปจำนวน 36 มาตรการที่สภารัฐกิจสาธารณรัฐประชาชนจีนสั่งการให้ดำเนินการส่งเสริมทั่วทั้งประเทศนั้น นครเซี่ยงไฮ้ได้เร่งการก่อสร้างศูนย์การศึกษาด้านวิทยาศาสตร์ โดยได้ก่อตั้งเครือข่ายการส่งเสริมวิทยาศาสตร์ในหลายระดับ ซึ่งนำโดยพิพิธภัณฑ์วิทยาศาสตร์และเทคโนโลยีของนครเซี่ยงไฮ้ และเสริมทัพด้วยศูนย์การศึกษาทางด้านวิทยาศาสตร์พื้นฐานและเฉพาะทางจำนวนหลายแห่ง โดยในช่วงปลายปี 2561 <br /> นครเซี่ยงไฮ้ได้มีศูนย์การศึกษาด้านการส่งเสริมวิทยาศาสตร์จำนวน 331 แห่ง <p> </p> <h2 style="text-align: center;"><strong>China International Import Expo</strong></h2> <p> </p> <p>                   In May 2017, Chinese President Xi Jinping announced at the Belt and Road Forum for International Cooperation that China will hold China International Import Expo (CIIE) starting from 2018. It is a significant move for the Chinese government to hold CIIE to give firm support to trade liberalization and economic globalization and actively open the Chinese market to the world. It facilitates countries and regions all over the world to strengthen economic cooperation and trade, and to promote global trade and world economic growth in order to make the world economy more open.</p> <p>                   CIIE is hosted by Ministry of Commerce of the People's Republic of China and Shanghai Municipal People's Government.</p> <p>                   The first CIIE was held from November 5 to 10, 2018, at the National Exhibition and Convention Center. The expo was the world’s first state level expo featuring imports and has set several records. A total of 172 countries, regions and international organizations, including 3,617 overseas enterprises, participated in the event, which occupied 300,000 square meters. Transactions worth US$57.83 billion were reached, among which US$4.72 billion related to countries along the Belt and Road area. Four buyers’ alliances were formed during the event. A one-stop transaction service platform was built. Shanghai’s R&D expenditure took up around 4% of the city’s GDP in 2018. The construction of scientific facilities, functional platforms and scientific institutions was pushed forward. National infrastructure for transformational medicine was put into trial operation. Construction has kicked off for the hard X-ray free-electron laser and the Tsung-Dao Lee Institute. A series of major municipal level scientific projects, including the whole brain mesoscopic neural connection map and smart Skynet, were launched. Sixteen platforms for scientific research and commercialization have entered operation. The innovation center for national integrated circuitry and smart sensor manufacturing, Zhangjiang drug laboratory and the Brain Science and Brain-like Research Center were established.</p> <p> </p> <p><strong>Innovative Enterprises </strong></p> <p>                   Shanghai is home to a great number of innovative enterprises. The city had 441 foreign invested R&D centers by the end of 2018, plus 1,798 tech startups and 305 high-tech service companies. There were 9206 enterprises certified as high-tech companies between 2016 and 2018.</p> <p> </p> <p><strong>Commercialization of Science and Technology Achievements </strong></p> <p>                   Scientific achievements have been made. The world’s first monkeys cloned from non-reproductive cells were born at the Institute of Neuroscience of Chinese Academy of Sciences in Shanghai on November 27, 2017. Shanghai researchers created the world’s first eukaryotic cell containing only a single chromosome in August 2018. A new drug for Alzheimer’s had its application submitted for sales and marketing in October 2018. In 2018, 656 projects were launched to commercialize high-tech research achievements, more than 86.3% of which were in key sectors such as digital information, biomedicine and new material. The city certified 21,630 technology trade contracts with a total value of 130.32 billion yuan, a yearly increase of 50.2%.</p> <p><strong>Platforms for Innovation and Startup Businesses </strong></p> <p>                   Shanghai has cultivated a better environment for innovation and entrepreneurship. In 2018, more than 27,000 tech startups were under incubation in over 500 co-working spaces, attracting more than 380,000 tech entrepreneurs. The number of patents reached 92,500, up 27% from the year before, including 21,300 inventions, up 3.1%. Shanghai has been built into a center for intellectual property in the Asia-Pacific region. Patent ownership per 10,000people reached 47.5, an increase of 14.5% year on year.</p> <p> </p> <p><strong>Science and Technology System Innovations </strong></p> <p>                   Shanghai sped up efforts to build the Zhangjiang Comprehensive National Science Center and has lured higher-end professionals. Shanghai promoted more achievements from innovative reforms. Among 36 reform measures the State Council order to promote nationwide, one quarter were created in Shanghai.</p> <p> </p> <p><strong>Science Education Facilities </strong></p> <p>                   The city sped up the construction of science education centers. It has established a multi-level network of science promotion facilities that is spearheaded by the Shanghai Science and Technology Museum and supplemented by many specialized and basic science education centers. By the end of 2018, Shanghai had 331 science promotion education centers, including two comprehensive science venues, 54 theme-based science venues and 275 basic science education centers.</p> <p นครอู่ฮั่นได้จัดตั้งเครือข่ายการบริการหนังสืออย่างสมบูรณ์แบบ พร้อมกับเครือข่ายการบริการหนังสือสาธารณะเป็นนโยบายหลัก เปิดห้องสมุดบริการตนเอง 24 ชม. ห้องสมุดเคลื่อนที่ และห้องสมุดชุมชน</li> <li>เมืองแห่งพิพิธภัณฑ์ รัฐบาลได้สนับสนุนและแนะแนวทางให้แก่นักลงทุนทุกรูปแบบในการจัดตั้งพิพิธภัณฑ์รูปแบบต่าง ๆ ที่มีคุณสมัติโดดเด่น ภายในปี 2563 จะมีพิพิธภัณฑ์กว่า 200 แห่งในนครอู่ฮั่น</li> The world's 3<sup>rd</sup> largest river, the Yangtze River and its largest tributary the Hanjiang River run through the downtown area and divide the city into 3 towns. The city has 13 districts and 3 state-level development zones with a total area of 8,494 km<sup>2</sup> and 10.22 million permanent residents. Wuhan is also an important industrial base. In 2015, the city's GDP reached 1,090.56 billion yuan (approximately 167.3 billion USD); there are 1.3 million college students and 80 colleges. Its scientific and educational comprehensive strength ranks the third in China. Wuhan has a deep-seated historical and cultural heritage. The policy contains the following contents:</p> <ul> <li>The City of Reading. By 2016, Wuhan will have established a complete book service network with a public book service network as the main body, supplemented by <br /> 24-hour self-help libraries, mobile libraries and community libraries.</li> <li>The City of Museums. The government supports and guides all kinds of investors to set up various forms of museums with distinctive features. By 2020, there will be over 200 museums in Wuhan.</li> <li>The City of Arts. เป็นเมืองหลวงของมณฑลหูเป่ย และเป็นที่รู้จักกันในระดับ ประเทศว่ามีประวัติศาสตร์และอารยธรรมมายาวนาน 3,500 ปี มีแม่น้ำแยงซีเกียงที่ยาวเป็นอันดับ 3ของโลกและแม่น้ำสายใหญ่ที่สุดของแม่น้ำแยงซีเกียง ได้แก่ แม่น้ำฮั่นเจียง ไหลผ่านใจกลางเมืองและแบ่งเมืองออกเป็น 3 ส่วน นครอู่ฮั่นแบ่งเขตการปกครองออกเป็น 13 เขต มีเขตการพัฒนาระดับชาติ 3 เขตมีพื้นที่กว้าง 8,494 ตารางกิโลเมตร และมีผู้อาศัยถาวร 10.22 ล้านคน นครอู่ฮั่นเป็นฐานทางอุสาหกรรมที่สำคัญ เมื่อปี พ.ศ. 2558 มีผลิตภัณฑ์มวลรวมในประเทศ (GDP) มูลค่า 1,090.56 พันล้านหยวน (หรือประมาณ 167.3 พันล้านดอลลาร์สหรัฐ) มีนักศึกษา 1.3 ล้านคน และมีวิทยาลัย 80 แห่ง นครอู่ฮั่นได้อนุมัติโครงการนครอู่ฮั่นมหานครแห่งวัฒนธรรม (The Wuhan “Cultural Metropolis Programme”) เมื่อเดือนกุมภาพันธ์ 2555 โดยมีนโยบาย ดังนี้</p> <ol> <li>เมืองแห่งการอ่าน นครอู่ฮั่นได้จัดตั้งเครือข่ายการบริการหนังสืออย่างสมบูรณ์แบบ พร้อมกับเครือข่ายการบริการหนังสือสาธารณะเป็นนโยบายหลัก เปิดห้องสมุดบริการตนเอง 24 ชม. ห้องสมุดเคลื่อนที่ และห้องสมุดชุมชน</li> <li>เมืองแห่งพิพิธภัณฑ์ รัฐบาลได้สนับสนุนและแนะแนวทางให้แก่นักลงทุนทุกรูปแบบในการจัดตั้งพิพิธภัณฑ์รูปแบบต่าง ๆ ที่มีคุณสมัติโดดเด่น ภายในปี 2563 จะมีพิพิธภัณฑ์กว่า 200 แห่งในนครอู่ฮั่น</li> <li>เมืองแห่งศิลปกรรม นครอู่ฮั่นได้กำหนดแม่แบบโดยมีแนวคิดมาจาก “แกนกลาง 1 แกน และเข็มขัด 2 เส้น (one core and two belts)” (โดยใช้ศูนย์ศิลปวัฒนธรรมชินไท่เป็นแกนกลาง (Qintai Cultural Arts Center) และเข็มขัดทั้ง 2 เส้น ได้แก่ เส้นทางวัฒนธรรมฮั่นโขว (Hankou Cultural Belt) และเส้นทางวัฒนธรรมอู่ชาง (Wuchang Cultural Belt)) และได้มุ่งหวังจะจัดนิทรรศการทางดนตรีชินไท่ (Qintai Music Festival) และเทศกาลศิลปะอื่น ๆ ทั้งในประเทศและต่างประเทศ นครอู่ฮั่นวางแผนจะสร้างศูนย์ศิลปวัฒนธรรมชินไท่ (Qintai Cultural Arts Centre) ศูนย์ศิลปวัฒนธรรม นครอู่ฮั่น (Wuhan Cultural Arts Centre) และพิพิธภัณฑ์ด้านวรรณกรรม (Wuhan Literature Museum) นอกจากนี้ ได้วางแผนจะสร้างพื้นที่สำหรับจัดแสดงศิลปะตามท้องถนนอีกด้วย</li> <li>เมืองแห่งการออกแบบและความคิดสร้างสรรค์ นครอู่ฮั่นจะสนับสนุนอุตสาหกรรมการออกแบบและเเอนิเมชันและจะสร้างชุดแพลตฟอร์มการออกแบบที่สร้างสรรค์ใหม่ ๆ เพื่อใช้แนะนำประชาชนในการเข้าชมนิทรรศการออกแบบ และการมีส่วนร่วมในการออกแบบเชิงสร้างสรรค์ นครอู่ฮั่นมุ่งหวังจะเป็น “เมืองหลวงแห่งการออกแบบโลก (World Design Capital)”</li> <li>เมืองแห่งมหาวิทยาลัยและวิทยาลัย นครอู่ฮั่นจะเรียนรู้และพัฒนานโยบายรวมถึงมาตรการเพื่อสนับสนุน           ท้องถิ่นในนครอู่ฮั่นแบ่งออกเป็น 13 เขต เพื่อดำเนินกิจกรรมด้านศิลปะและวัฒนธรรม เราได้มีความ<br /> กฎข้อบังคับเพื่อการตลาด การบริหารงานด้านสังคม และการปฏิบัติงานด้านการบริการสาธารณะ โครงการนี้ได้ส่งเสริมการเปลี่ยนแปลงภาครัฐให้เกิดวัฒนธรรมที่มีการกำกับดูแลมากขึ้น The world's 3<sup>rd</sup> largest river, the Yangtze River and its largest tributary the Hanjiang River run through the downtown area and divide the city into 3 towns. The city has 13 districts and 3 state-level development zones with a total area of 8,494 km<sup>2</sup> and 10.22 million permanent residents. Wuhan is also an important industrial base. In 2015, the city's GDP reached 1,090.56 billion yuan (approximately 167.3 billion USD); there are 1.3 million college students and 80 colleges. Its scientific and educational comprehensive strength ranks the third in China. Wuhan has a deep-seated historical and cultural heritage. The Cultures of the Three Kingdoms time, the first democratic revolution of China and some of the oldest business culture all add radiance and beauty to each other.</p> <p style="text-align: center;"><img style="max-width: 100%;" src="https://iao.bangkok.go.th:443/storage/Best Practice/Wuhan1.png" alt="" /></p> <p><strong><em>“The project focuses on building in Wuhan a regional creative center of high-quality culture, a cultural creative incubation center, a cultural talent meeting center and a cultural exchange and exhibition center.”</em></strong></p> <ol start="2"> <li><strong> Wuhan and Culture </strong></li> </ol> <p>    The Wuhan “Cultural Metropolis Programme” proposition was passed by the Wuhan Municipal Government in February 2012. The policy contains the following contents:</p> <ul> <li>The City of Reading. By 2016, Wuhan will have established a complete book service network with a public book service network as the main body, supplemented by <br /> 24-hour self-help libraries, mobile libraries and community libraries.</li> <li>The City of Museums. The government supports and guides all kinds of investors to set up various forms of museums with distinctive features. By 2020, there will be over 200 museums in Wuhan.</li> <li>The City of Arts. The city shall model the layout around a concept of “one core and two belts” (Qintai Cultural Arts Center as the core, and Hankou Cultural Belt and Wuchang Cultural Belt as two belts), and shall concentrate its efforts to establish the Qintai Music Festival and other arts festivals at home and abroad. The city will build the Qintai Cultural Arts Centre, Wuhan Cultural Arts Centre and the Wuhan Literature Museum and is planning to construct street art exhibition areas.</li> <li>The City of Design & Creativity. The city will support the design and animation industries and will also devise a batch of new creative design platforms to guide the public to visit the design exhibitions and participate in creative design. The city shall strive to become the “World Design Capital”.</li> <li>The City of Universities and Colleges. The city shall study and develop policies and measures to support the development of institutes of higher education, actively promote the opening of university libraries and other public resources to the public and drive literature, art and other spiritual and cultural products back into campuses so as to realise the co-existence and co-prosperity between colleges and the city.</li> <li>The programme embodies the principles of the Agenda 21 for culture in aspects such as realizing human development by means of culture improvement; encouraging more participation of local governments in national cultural policies and programmes; bringing wealth by means of culture diversity boosting. The programme has directly promoted the development of cultural industries; realizing social inclusion by the implementation of the programme. Thanks to the diversity of the culture promotion, citizens of different ages and of both genders have directly and indirectly participated in the project, and enjoyed the satisfaction that culture brings. The socially disadvantaged group has also benefit from the project.</li> </ul> <ol start="3"> <li><strong> Objectives and Implementation of the Project </strong></li> </ol> <p>3.1 Main aim and specific goals</p> <p>The city has developed and implemented a series of policies to promote cultural development with the aim of achieving culturally innovative, coordinated, open and shared development.</p> <ol> <li>Promoting the development of innovation, implementing cultural innovation andreform plans, taking the lead to form innovations and reform the Wuhan experience</li> <li>Promoting the coordinated development, implementing various "culture +" action plans and comprehensively upgrading urban cultural tastes</li> <li>Promoting green development, implementing cultural industries’ upgrade plans and driving cultural industries to become national economic pillar industries in Wuhan</li> <li>Promoting open development and Zhiyin Culture (an ancient story of soul mates)to more cities</li> </ol> <p style="text-align: center;"><img style="max-width: 100%;" src="https://iao.bangkok.go.th:443/storage/Best Practice/Wuhan2.png" alt="" /></p> <ol start="5"> <li>   Promoting shared development, implementing a public cultural service upgrade plan and building a higher quality, more efficient public cultural service system</li> </ol> <p>3.2 Key Aspects</p> <p>The “Cultural Metropolis Programme” in Wuhan has received support from different entities. Among them, some of the cooperative group are institutions of mass media, libraries or companies. The municipal government has cooperated with 13 district governments of Wuhan to carry out art and cultural activities. We also have cooperation with the Ministry of Culture to fund and support projects with ideological content and artistic qualities. In cooperation with Overseas Chinese Culture Centers to spread outstanding artistic and cultural programmes of Wuhan to all over the world (Madrid for example). Finally, the city government has also extensively cooperated with experts of different cultural areas.</p> <p>The beneficiary population are young Students and Children; youth Groups; elderly Groups; farmers and Workers; and Socially Disadvantaged people.</p> <p style="text-align: center;"><img style="max-width: 100%;" src="https://iao.bangkok.go.th:443/storage/Best Practice/Wuhan3.png" alt="" /></p> <p><strong><em>“The programme has promoted social equality and harmony allowing the villagers and socially disadvantaged groups to enjoy achievements in art free of charge.”</em></strong></p> <ol start="4"> <li><strong>Impacts </strong></li> </ol> <p>4.1 Direct impacts</p> <p>         <u>Impacts on the local government</u></p> <p>  The implementation of this programme has boosted changes in government functionality and strengthened policy regulation, market regulation, social management and public service functionality. It promoted change of the government to a more supervisory culture, achieving a realization of more scientific, legal and integrated management in the realm of culture with a notable improvement in service quality.</p> <p><br />        <u>Impact on Culture and Local Cultural Actors of the City/ Territory</u></p> <p>          - Community arts groups have gradually become more active.</p> <p>          - Cultural and artistic talents have been fostered</p> <p>          - Cultural and artistic talents now have a broader stage to perform.</p> <p>          <u>Impact on the Territory and Its Population </u></p> <p>           - Cultural events enhanced the international visibility and influence of Wuhan.</p> <p>           - The Programme has not only leveraged the management capacity of the city, but also acted as a stabilizing force for social stability.</p> <p>           - The programme has helped to enhance the cultural identity of Wuhan. The protection and restoration to tangible cultural heritages and the lineage to intangible cultural heritages is conducive to help strengthening the cultural identity of the city, improving the internal cohesion of the city and the sense of identity.</p> <p>           - The programme has promoted the city's creative atmosphere and innovative development. The programme focuses on the development of cultural innovation and closely combines it with basic education.</p> <p> </p> <p>    4.2 Transversal Impacts</p> <ol> <li>Economic Impacts: by developing cultural industries such as cultural creativity, design services and other cultural and technological integration industries. This has led to the development of the tourism industry and other related industries (increasing the number of performance platforms and therefore more employment opportunities).</li> <li>Social Impact: the programme has promoted social equality and harmony allowing the villagers and socially disadvantaged groups to enjoy achievements in art free <br /> of charge. The programme also has been offering help to non-profit cultural institutions and various large-scale cultural events.</li> <li>Environmental Impact: Key constructions have been aimed at utilizing and protecting the environment. For example, explored and cracked the “garbage siege” problem of big cities.</li> </ol> <p><strong><em>“The protection and restoration to tangible cultural heritages and the lineage to intangible cultural heritages is conducive to strengthening the cultural identity of the city, improving the internal cohesion of the city and the sense of identity.”</em></strong></p> <ol start="5"> <li><strong> Further Information</strong></li> </ol> <p><em>    </em>The city of Wuhan was a nominated candidate for the second 'UCLG International Award- Mexico City-Culture 21' (January-May 2016).
