Preparedness Measures for Coping with Northern Runoff & Sea Level Rise Situation

2+3 Preparedness Measures for Coping with Northern Runoff, Sea Level Rise, and Rainfall

Two preparedness measures for coping with northern runoff-sea & level rise are as follows:

  1. Check flood barriers along the Chao Phraya River and monitor areas prone to flooding with the following operation:
    • Build flood barriers at 32 gap areas;
    • Improve and fix seeping flood barriers that are under the responsibility of the BMA; and
    • Get ready to cope with the situation via temporary measures by placing sandbags

and installing water pumps in areas prone to flooding from northern runoff and sea level rise, including opening spaces at piers and sites under construction.

  1. Get all involved officers ready for providing assistance to affected people by instructing related agencies and district offices with communities outside the flood embankment zone or those located in low-lying areas to operate as follows:

          2.1 Follow up on the situation and warn people to keep a close watch and prepare to move belongings to high ground;

          2.2 Keep electrical equipment and plugs away from water;

          2.3 Have district offices monitor the sandbag placement to be high and strong enough for flooding prevention;

2.4 Prepare materials and equipment for assisting affected people;

2.5 Provide information on northern runoff and sea level rise situation to people living outside the flood embankment zone;

2.6 Assign officers to monitor areas prone to flooding and be ready to provide 24-hour assistance to people.

Three preparedness measures for the rain situation are as follows:

  1. Control and reduce the water level in the canals, monkey cheeks, and water banks to accommodate the rain situation.
  2. Prepare the drainage system, namely pumping stations, pumping ponds, and floodgates; dredge canals; open waterways; and clean drainpipes.
  3. Have all tools and equipment serviceable such as permanent magnet generators, mobile water pump trucks (mobile units), and various types of water pumps, as well as personnel of the BEST unit.

Implementation of other measures

  1. Provide the public with information so they do not believe in distorted news.
  2. Instruct all district offices to notify communities located outside the Chao Phraya River’s flood embankment which may be affected by flooding due to the rising water levels. In addition, all district offices with areas along the Chao Phraya River are instructed to survey people's houses in order to prepare personnel to assist people in case of emergency.
