Permanent Secretary Narong Leads a Team to Inspect the Readiness and all Aspects of care, preparing to Welcome Tens of Thousands of Citizens – Tourists, Recommended Appropriate Dress and Use of Public Transport

Mr. Narong Ruengsri, Permanent Secretary for the Bangkok Metropolitan Administration (BMA), together with Deputy Permanent Secretaries for the BMA (Mr. Taiwhut Khankaew, Ms. Kanokwan Eiamlim, and Mr. Thanit Tanbuaklee), had a field visit to inspect the readiness for facilitating and assisting the public who comes to pay respects before the portrait of Her Majesty Queen Sirikit The Queen Mother. The inspection covered areas from Na Phra Lan Tunnel, Tha Chang, and the waiting area at the Royal Field. Afterward, at 9:45 a.m., Mr. Narong chaired a follow-up meeting at the Royal Field Operations Center in Phra Nakhon District, joined by BMA executives and representatives from relevant agencies.

Mr. Narong emphasized the preparation in ensuring public convenience and internal coordination and management as follows:

Public Communication and Readiness, including:

.

Dress Code: The public is requested to dress appropriately in black attire and closed-heel shoes. Men should wear a black collared shirt or a white collared shirt with a black necktie, wearing black formal long trousers. Women should wear a black, sleeved, non-tight-fitting shirt or blouse and a black skirt or sarong that covers the knees. Students should wear the uniform according to regulations. Refrain from wearing round-neck t-shirts, sleeveless shirts, skirts with a hemline above the knees, shorts, jeans, and sandals.

Weather Preparedness: As rainfall is expected to continue until around 3 November 2025, after that, the amount of rain will begin to decrease. the public should bring umbrellas, and the color should be black or other subdued colors.

Transportation: The BMA strongly encourages the use of public transport instead of private vehicles. The Bangkok Mass Transit Authority (BMTA) will provide free shuttle bus services along 14 routes, connecting major transport hubs and public transit systems, namely Victory Monument (Phayathai side), Krung Thep Aphiwat Central Terminal, New Southern Bus Terminal, Hua Lamphong Station, Ekkamai Bus Terminal, Bang Yai, Rajamangala Stadium, Mo Chit 2, MRT Tha Phra, MRT Sanam Chai, MRT Sam Yot, BTS Siam, BTS Wongwian Yai, and Phan Fa Bridge Pier.

Paying Respects Hours: Operations remain as planned from 08.30 – 16.00 hrs., subject to ongoing joint evaluation with the Government for further adjustments.

Operational Instructions for the BMA Agencies, including:

Transportation Capacity: Assess whether the current 100 shuttle buses are sufficient to accommodate the estimated 10,000 public per day.

Communication with Foreigners: Daily news and updates will be translated into English, as many foreigners come to pay respects to Her Majesty Queen Sirikit The Queen Mother

Public Services: Wheelchairs for the elderly and mobility-impaired people must be provided in an adequate amount, with daily statistical monitoring to adjust resources as needed.

Sanitation and Environmental Management: Maintaining cleanliness in all areas is essential. Regular waste collection must be ensured, along with the upkeep of all restrooms, including those inside the Grand Palace. The frequency of waste disposal should be increased, and standard conditions should be established for food preparation stations. This includes requiring grease traps to prevent drain clogs and protect the surrounding environment.

Internal Communication: Enhance radio communication capabilities, and collect both quantitative and spatial data so that results can be reported via radio within at least 2 minutes in case the BMA administrators inquire about the overall situation or emergency.

Meetings: All participants must register for the meeting at the Royal Field Operations Center.

Plan Reporting and Data Management: If any changes are made to the operational plan by any agency, they must be reported to the administrators and the Sanam Luang Command Center. Statistics must be collected and analyzed to adjust the plan accordingly.

Mr. Taiwhut summarized the overall operational progress and readiness measures for large crowds as follows:

The Area inspections: The overall Inspection this morning was in good order.

Paying Respects Flow: At the waiting area, services include food, drinking water, wheelchairs, and information on routes and dress codes. Volunteers are stationed to guide the public through Na Phra Lan Tunnel to Manee Nopparat Gate for entry into the Grand Palace.

Concerns Found: Some members of the public do not dress appropriately. Although clothing rental services are available at Na Phra Lan Tunnel, the public is encouraged to dress properly from home to ensure convenience and efficiency. Moreover, homeless individuals are found mingling with the people who come to collect donations in the evening. Officers have been assigned to maintain public order such as enforcing the prohibition of sleeping in public areas.

Sanitation management: Installation of grease traps and dishwashing stations are currently underway to prevent damage to tamarind trees and the environment from wastewater.

Items and Food Donation: The BMA was assigned to manage all donated items and food distribution.

Crowd Management: It is expected that, from 9 November 2025, the number of the public and tourists will increase to between 10,000–20,000 people per day. Additional tents may be required to queue the pubic, with capacity to accommodate at least 10,000 people. In terms of route, tourists will exit at Wiset Chaisri Gate, while worshippers will exit through Thewa Phirom Gate, which will also serve as the return point for wheelchairs, clothing, and umbrellas. Additionally, 10 low-floor BMTA buses (increased from 5) will transport visitors from Thewa Phirom Gate via Tha Chang, Na Phra Lan Road, and Ratchadamnoen Nai Road, past the City Pillar Shrine, to the Royal Field.

Ms. Kanokwan reported on the progress of budget management, covering both the BMA budget and government-supported funds, as well as welfare for the officers.

Mr. Thanit provided updates and instructed relevant agencies on crisis and emergency communication plans to ensure timely problem-solving. Regarding the homeless problem, he also directed officers-in-charge to coordinate with the Ministry of Social Development and Human Security (MSDHS) to jointly handle this issue with the BMA and the local police.
